True North Sports & Entertainment, Ltd. (TNSE) was established in November 1999 to "pursue the development of a multi-purpose sports and entertainment facility in downtown Winnipeg" by Mark Chipman, owner of the Manitoba Moose AHL franchise and several other local investors.
